in Allegheny County, open to the general public, in conjunction with
the Society for the Preservation of the Duquesne Heights Incline:

Refers to unfiltered, pay, tourist binoculars, on observation deck of The Duquesne Incline, during the event of the Transit of the Planet Venus across the image of the Sun.
